About The Lecturer

Bert is a member of the Constangy Cyber Team and is based in Philadelphia, Pennsylvania.  He has focused his practice on helping clients respond to privacy and security events since 2019.  Since then, he has helped clients respond to hundreds of events with clients ranging from Fortune 100 companies, mom and pop shops, and state and local governments.  He has defended clients in more than 100 separate regulatory inquiries and counseled clients on complying with HIPAA, GLBA, FTC, and DFRAS requirements, along with a myriad of state laws.  As a former litigator, he is keenly aware of the third-party liability that can arise during the incident response process, and he guides clients to mitigate that risk.  Bert has represented dozens of law firms in that time and understands the unique challenges facing law firms when responding to cyberattacks.

Bert is a graduate of the U.S. Naval Academy and served five years in the Marines as a Communications officer, including deploying to Iraq.  Bert relies on his own experiences monitoring network operations on deployment to inform his recommendations and to provide victims of cyberattacks with practical, empathetic, and compliant counsel.  He earned his law degree at Temple University’s James E. Beasley School of Law and is licensed in both state and federal courts in New Jersey and Pennsylvania.
