About The Lecturer
Julia represents clients facing civil law enforcement investigations, including state and federal False Claims Act matters. She brings a wealth of state court and government experience from her nearly two-decade career with the California Department of Justice. During her time with the State, Julia handled investigations spanning a wide range of subjects, including: unclaimed property reporting (escheat), environmental cleanup programs, energy pricing, prescription drug pricing, off-label use of medical devices and prescription drugs, small business assistance programs, and state agency contracts.
Julia earned her J.D. from the UC Berkeley School of Law. During law school, she externed for the Honorable William B. Shubb, then Chief Judge for the U.S. District Court for the Eastern District of California. Julia also attended U.C. Davis, where she graduated with a B.A. with highest honors. She is admitted to practice in California, the Northern District of California, the Central District of California, and the Ninth Circuit Court of Appeals.
