About The Lecturer
Dimitry Kaplun is Counsel for the U.S. Government. From 2008 until becoming a federal employee in 2025, Mr. Kaplun was the founding attorney of Kaplun and Associates, P.C. His 17-year-long practice focused on business and contracts law, small business counseling, intellectual property law, wills, trusts, estates, and labor and employment law. In addition, Mr. Kaplun assisted multiple parties with concerns relating to real estate, landlord/tenant, personal injury, matrimonial and custodial law, and international parental kidnapping concerns. During his years of private practice, Mr. Kaplun provided more than 320,000 distinct consultations which often required a holistic evaluation of the clients’ needs and utilized extensive knowledge of various areas of law. This unique set of skills helped Mr. Kaplun in 2023 when he worked alongside British, EU, NATO, and Ukrainian representatives to facilitate the transfer of a decommissioned US Navy warship to be retrofitted as a mobile hospital for humanitarian needs. Yet another notable experience includes amending a Medicaid rule through an amicus brief that the U.S. Government ultimately recognized and incorporated into future billable rules in their subsequent fraud investigation in 2010.
Mr. Kaplun received his Bachelor of Science degree from Drexel University and went on to obtain his joint JD/MBA degree from Rutgers University in Camden, New Jersey. He is currently admitted to practice law in the Commonwealth of Pennsylvania, and he also assists the Philadelphia Court of Common Pleas as a part-time arbitrator.
When not busy providing legal counsel, Mr. Kaplun enjoys riding his motorcycles, reading Sci-Fi books, and walking his two pit bulls.
